What licenses and registrations do I need to start a small business in Honolulu, HI?

The owner asked: “I want to start an LLC in Honolulu, Hawaii, selling tee shirts online on Etsy, Amazon, and eBay as well as from home. Do I need a business license or a seller's permit?”

Congratulations on Hono Home! A home setup offers freedom and flexibility, and personal service is something larger competitors struggle to match. Since your goals are to protect your personal assets, limit exposure from sales, clients, employees, or debt and bring in partners or investors, the LLC sits at the center of this plan. In this answer you will find the business structure, the tax registrations, and the local and industry licenses for Hono Home, plus a short recap at the end.

Hawaii has no sales tax, and its general excise tax license is the closest thing to a seller's permit, so that is the registration you apply for after forming the LLC and getting an EIN. Online platforms may collect tax for some sales, but your own license still sets up wholesale buying. With four employees, Hawaii adds withholding, unemployment, temporary disability, and prepaid health coverage obligations once hours reach a set weekly level, which catches many owners by surprise. The LLC is how you keep a printing error or a disputed order from touching your home. Shirts sell better when the paperwork fades into the background.

What Hono Home needs

  1. LLC (limited liability company) – Forming an LLC puts a legal wall between the business and your personal assets. If a customer visiting your home office trips on the steps and sues, an LLC helps keep that claim against the business. An operating agreement sets out who owns what and who decides, which keeps partnerships friendly. Once profits grow, an LLC can elect S corporation tax treatment, which can lower self-employment tax; ask a tax adviser when the numbers justify it. If you plan to sell shares to investors, a corporation may fit better later, and an LLC can convert when that day comes.
  2. DBA (doing business as) registration – Registering "Hono Home" tells the public who stands behind the name. If you form an LLC under that exact name, the LLC filing itself protects the name and a separate DBA is usually unnecessary.
  3. EIN (federal tax ID number) – You plan on 4 employees, so the federal tax ID number (EIN) is required for payroll, and you will also use it for the business bank account and supplier accounts.
  4. Hawaii sales tax permit (seller's permit) – Needed if you sell products alongside your service, and it lets you buy resale items tax-free.
  5. Hawaii employer ID – With 4 employees, you need a state employer account number for payroll withholding and unemployment insurance. It works like the EIN, but for state payroll taxes.
  6. Business license – A business license puts Hono Home on the official map in Honolulu, which landlords, banks, and many customers will expect to see before they sign anything. Home occupation rules commonly cap client visits and delivery trucks on a residential street, so read them before you print business cards.

By the numbers: Banks, insurers, and tax forms will ask for your industry code. For a small business it is NAICS 561990 (All Other Support Services). With 4 employees planned, you are already creating jobs in Honolulu. That makes 6 items on your list.

Tip: Check your local home occupation rules on signs, deliveries, and customer visits before you start.

To recap: Hono Home in Honolulu, HI needs an LLC, a DBA, an EIN, a sales tax permit for product sales, a state employer ID, and a business license. Handle these early and the business starts on solid ground.

A: You do not legally need an LLC agreement but on the other hand it is the only document that shows who owns the LLC. It contains the rights and duties of the members as well as the percentage of ownership of each member.
Q:   What are the differences between a limited liability company and a partnership?
A:The important difference between an LLC and a general partnership is that the LLC affords protection as a corporation does so you are not personally liable for business debts as is the case with a partnership.
Q:What do I need to know before I set up an LLC?
A:You may want to look into securities law if you are a passive investor in the LLC because you may have to register the sale of membership certificates with the SEC.
Q:How will I know if my chosen LLC business name is available in my state?

Business License A:Mainly because you can file the llc taxes under your name and that way you can offset losses against llc profits. That is called pass-through taxation.
Q:Why LLCs have more beneficial ownership structure?
A:An LLC is perhaps better for foreigners because it allows them and for large numbers of LLC owners that it also allows as opposed to an S corporation that is limited to 100 shareholders.
Q:In what states may I set up a series LLC?.
A:Delaware, Illinois, Iowa, Nevada, Oklahoma, Tennessee, and Utah allow for series LLCs.

I need advice on business insurance, finding investors, a website and advertising for my record label. Does the LLC service include the state fee and an operating agreement?
10/14/2026 5:04 AM

For a record label, an LLC is the right base. You handle artists' contracts, royalties and releases, and the LLC separates any dispute from your personal assets. The state's filing charge is shown apart from our service fee on the order page, and the operating agreement is prepared with your LLC, so your bank can open the account.

• Insurance: ask an insurance agent about general liability and media liability for a label, plus coverage for equipment.
• Investors: they usually want a formed LLC, an operating agreement and clean books first, then a clear plan for how their money is used.
• Website and advertising: register the name and open the bank account before you spend on promotion.

A surety bond is not what you need. Insurance protects you from claims, while bonds guarantee performance in certain regulated trades.

Do I need an LLC and a tax ID if my items are not taxable in my state? I also need to register a business at an address in Georgia.
10/14/2026 5:04 AM

Yes, an LLC still makes sense even when your products are not taxable. Taxability is only about sales tax, while the LLC is about protecting your personal assets from product and customer claims, and about credibility. With investors in mind, a formal company is what they will want to see.

On the tax ID, you still need an EIN for banking and federal taxes, since that is separate from sales tax. A seller's permit may not be needed if everything you sell is exempt, but many suppliers and marketplaces still ask for one, so check with them. Health and beauty products can be taxable in other places, so check where you sell.

For the Georgia address, I cannot supply an office location. Register the business at the real place where you operate, or use a registered agent's address for state papers. A local business license depends on that location.

I live in New York and want to start a mobile petting zoo. I also want to sell gift baskets by taking the order and having a company ship it. What do I need, and can I charge sales tax?
10/14/2026 5:04 AM

A mobile petting zoo carries real risk, since children and animals mix and a bite or a fall could lead to a claim. An LLC is the proper vehicle, because it separates that exposure from your personal assets, and it can bring in investors. A foreign owner is fine for an LLC.

• Petting zoo: animal exhibits are regulated, so expect animal health paperwork, permits for events, and liability insurance that venues will ask for.
• Business license, locally, plus approvals for each event location.
• EIN, for banking and taxes.

For the gift baskets, to charge sales tax you need a seller's permit, which in New York is registered as a certificate of authority. Even if you never touch the product or the money, if you take the order and your company is the seller, you generally must be registered to collect tax. If the other company is the seller of record, it may handle that, so clarify who sells.

How long does it take to get a reseller's permit in New York with expedited service? I do not have a certificate of authority for my LLC. I also have questions about zoning for a home inspection business.
10/14/2026 5:04 AM

In New York, the sales tax registration is called a certificate of authority, and a reseller's permit is built on it, so you do need one for your LLC. We can file it with expedited handling, which moves faster than standard processing, but I cannot promise a specific number of days because timing depends on the application.

Home inspection is a service, so the permit matters mainly if you also sell products or tools that are taxable. Your LLC fits the business well: inspectors face claims when something is missed, and the LLC separates those from your personal assets.

• Zoning: a home office is usually allowed, but you do not need a vote from the town council in most cases. Ask locally whether a home occupation approval applies.
• Professional license: home inspectors are licensed in many places, so confirm before you take clients.

File the certificate of authority well before your first sale, since New York asks that you register in advance.

What license do I need to buy seafood in Louisiana, transport it to Tennessee and sell it to restaurants and the public, and do I need a wholesale license?
10/14/2026 5:04 AM

Form an LLC before anything else. Moving fresh shrimp and other seafood across state lines involves spoilage, illness and vehicle risks, and the LLC protects your personal assets while showing restaurants that they are dealing with an established company. A foreign owner can hold an LLC, too.

• EIN, for the account, payroll and supplier accounts.
• Seller's permit: it works as your wholesale and resale registration, so you can buy without tax and sell with tax. You may need one wherever you sell.
• Seafood dealer permit: seafood is regulated at each step, including buying, cold storage and delivery, so ask where your product is sourced and sold.
• Business license, locally.

Whether you open a fish market or a restaurant, each needs its own food permits and inspections.
